Texas Governor Rick Perry Signs Film Incentives Bill

Allow Texas Film Commission to Entice Television and Video Gaming and Movie Studio
Construction Projects to Locate in Texas
ARLINGTON, TEXAS - April 16, 2009 - Gov. Rick Perry has signed into law House Bill 873 to expand the state's incentive program for the production of movies, television shows, commercials and video games in Texas.
The governor was joined by lawmakers, filmmaker Robert Rodriguez, members of the Texas Motion Picture Alliance, and representatives of the film, television, commercial and video game industries from across the state at Rodriguez's Troublemaker Studios for the signing.
"The passage of House Bill 873 is an important step in helping Texas regain its footing in the moving image business," Gov. Perry said. "With this legislation, we are strengthening our state's investment in a vital industry that not only shows off our state to the rest of the world, but also draws investment and creates jobs for Texans."
The legislation gives the Texas Film Commission flexibility in the amount of incentives it can offer television show, television commercial and video game and movie studio construction projects. Under the new program, incentive payments for film and television projects will range from 5 to 15 percent based on the level of Texas spending. The program provides additional incentives of 2.5% to as much as 14.25% for projects in under-utilized areas.
"We believe this could be one of the most positive and impactful laws to come out of this year's legislature," said Ed McGuire, Vice President of Construction for Bob Moore Construction. "According to the Governor's office, the industry has brought more than $1.2 billion dollars to Texas in just the past ten years. Unfortunately, states like New Mexico and Louisiana have ramped up their efforts to entice movie-makers. In the past two years those two states have earned over a half-billion dollars in film and TV productions. Currently, about 25 percent of Texas-based film professionals are working in these states, some starting to relocate permanently. Those are construction projects, jobs and dollars that could have gone to Texas.
"We already have the cost-competitive real estate,
the superior air and road transportation networks and the capable workforce to
support those movie projects," added Mr. McGuire. "Now, with these new
incentives, Texas is poised to bring those projects here and keep those high-skill
professionals in state."
